Catalonia's public works tendering
Although in 2019 the official tender for works in Catalonia has grown by 23% compared to the previous year, the situation remains difficult in this matter. Firstly, because the 2,661 million bids are still far from the3,750 million euros, average of the last 20 years, and even further from the 5,000 that are considered necessary to ensure the well-being of citizens and the competitiveness of the economy.
In addition, the fact that the actual investments (i.e. the work actually executed) are usually at a much lower level than the bid. Over the last decade, the difference has had anaverageof around 20%, reaching peaks of more than 40% (as in 2013 and 2016).
The fact that the Generalitat and the Spanish government have passed2019 with extended budgets (from 2017 in the first case) has not helped to a sufficient recovery of this magnitude, as it has not been possible to develop any financing plan for the new infrastructure that the country needs.
