Catalonia's public works tendering
The reminiscences of the 2008 economic crisis are still latent in public administrations, which have accumulated very high levels of debtand the obligation to control their deficit. What is more, in 2018 there were problems with governability in both Catalonia and the state, which had halted political action. In fact, the budgets of these two administrations have been extended since 2017.
All of this, results in very low levels of infrastructure investment. The 10% year increase of 2018is interpreted by the municipal election cycle: in 2019, council elections were called, and as always, the previous year there is more tenderingthan usual.
In terms of investment destination, the improvement in the country's economic situation (less unemployment, five years of GDP growth...) has resulted in a residential construction recovery, which increased by 14% in 2018.
