Measures to reverse the effects of COVID-19
The pandemic and the consequent stops in activity have deteriorated in 2020 the already fragile situation of the Catalan cement industry. Since the peak of 2007, the market has fallen by 80% (minus 10.6% in 2020), reaching the1960's level. Current consumption is far from what is necessary for a modern and competitive country in a digital and low-carbon world, both due to lack of infrastructure and of its maintenance.
In addition, there is a significant decrease in international competitiveness. The costs of electricity, which is among the highest in the EU, the price of CO2 and the difficulty of having enough quantity and variety of alternative fuels, lowers international competitiveness (exports), which has been a solution and help during previous crises.
The needs of the sector:

More public tender works
An increase in public tender is needed, as it is still far from the €3,750 million average of the previous 20 years, and the 5,400 (2.2% of GDP) that is considered necessary to ensure the well-being of citizens.

Alternative fuels
The availability and authorization of alternative fuels (more quantity and variety, such as hydrocarbons, mineral oils or paints and solvents), is key to the future competitiveness of the sector.

More industrial activity
It is particularly important to apply policies that defend and promote the industry to maintain quality activity and jobs, making it stronger, instead of hindering its continuity.

Sustainable materials
Use of solutions with a better whole life cycle performance. Such as rigid pavements, the thermal inertia of concrete to buildings or the optimization of urban spaces by underground works.

Exports promotion
The sector and the economy as a whole need support and assistance for exports. For example, reducing port fees. Exports are essential to maintain activity.

Emission allowances price
A gradual evolution of the cost of CO2 allowances (the main greenhouse gas), that third countries do not pay, is essential to allow the transition to a decarbonisation context.

Public housing promotion
In Catalonia there is a deficit of housing in various territorial areas, despite the fact that there is a possible surplus in tourist areas. A decisive action in favor of social demands is required.

Electricity price
Increase in electricity cost (among the highest of the EU) and the reduction in remuneration for interruptibility (due to the adjustment to demand) penalizes the competitiveness of the sector.

Protection of the natural environment
In order to ensure the protection of the environment, the non-economic parameters in public tender should be further evaluated. DCORs, DSORs, ICES or DAPs can be very suitable and useful.
