The activity in the construction of public infrastructures continues at an extremely low level. The volume of public tender in Catalonia corresponding to November 2017 was 265 million euros, a figure that represents only 16.65% of the historical maximums. Half of this amount comes from town halls and councils, which have become the main driving force in the promotion of public works. On the opposite side, the Generalitat only tendered 35.8 million euros, probably as a result of the political instability. Almost 3 out of every 4 euros of public works are allocated to Civil Works (infrastructures), a trend that has been maintained since the summer.

In the set of the last 12 months, the bidding of public administrations has added an investment of almost 2,000 million euros, a figure comparable to that of 20 years ago. Also in this year-on-year index highlights the contribution of the Local Administration, with 60% of the total. The Generalitat is the second most investing administration, while the State has only tendered in Catalonia 281 M € in the period December 2016-November 2017.
